blishes a harbour council chaired by the mayor and
composed of three members of the CLUPP (Comité
Local des Usagers Permanents du Port), who are
representatives of port users, ship owners, clubs,
and other operators.
In addition to the council, there is the Régie Portuai-
re, a public body in charge of financial management
for works and investments. This body is regulated
by the Maritime Harbour Code and is subject to the
consultation of the port council for the approval of
budgets, rates, works and regulations. Finally, the
CLUPP and the Régie Portuaire are supervised by
three ministries: transport, environment, and trade.
When considering the organization of municipal har-
bours, we realize that in France the state involves all
actors, thus encouraging people to perceive harbou-
rs as accessible public places. In this way, harbour
facilities are stripped of the aura of exclusivity which
they have in Italy.
